 LCI has been appointed consultant to Nam Long VCD Corporation, Vietnam, to prepare feasibility studies and secure investors and operators for a new university and international school in Ben Luc District, Long An Province, part of the Vam Co Dong New Urban Township. David Wilmoth will be working with Nguyen Xuan Thu on the project. We will be looking for prospective investors and operators who would join the feasibility studies and enter into agreements to start up the university and international school. Two clear sites of 14 ha and 3.7 ha respectively are available, and an in-principle university licence approved on behalf of the Prime Minister. Expressions of Interest will be invited in September.

The LCI team that advised the International Finance Corporation on a public-private partnership for a new university and 'special education area' in Gujarat, India, has been re-appointed to continue on to be technical advisers through the investment transaction phases. Associate Sunil Dubey travelled from Sydney to Ahmadabad to join Associate Rajiv Aggarwal and the IFC India team in July..

  David Wilmoth has been appointed consultant by the Asian Development Bank to review market demand for, and the financial viability of the University of Central Asia, an extraordinary project of the Aga Khan Development Network to develop three international-standard university campuses in the remote mountainous areas of Tajikistan, Kyrgyz Republic and Kazakhstan. He is assisted by Tony Ward on financial and economic analysis and Maya Lin on data analysis. Maya accompanied David in Kazakhstan and Tajikistan. While at the new University of Nazarbayev David led a seminar on the internationalisation of higher education.

 David Wilmoth has been appointed Chair of the Royal Children's Hospital International Advisory Board, Melbourne (RCHI). The hospital does a marvellous job internationally and we are looking to engage in major joint hospital capacity building programs with counterpart hospitals in under-resourced countries, based in part on the successful program with the National Hospital of Paediatrics, Hanoi.

 David Wilmoth led an international training workshop on Managing Urban Sprawl and Unofficial Settlements in Mashhad, Iran. It was hosted by the Metropolis Training Centre, Middle East Branch. This team was appointed as technical consultants to the International Finance Corporation for structuring a public-private partnership for the development of a new University in Gujarat, India. In Gujarat the client is the Development Support Agency of Gujarat, Tribal Development Department. Phase I of this work is near completion and we hope this major project, the first of its kind in India, will reach the Expressions of Interest stage soon.

  David Wilmoth was engaged by the International Finance Corporation for a short visit to Gujarat, India, to scope the prospects for a prospective tertiary education institution and town infrastructure development sponsored by the Gujarat Department of Tribal Affairs and the Hemchandracharya North Gujarat University (http://www.ngu.ac.in).

The first meeting of Metropolis Commission 2: Managing Urban Growth was held 3-5 December 2009 in New Delhi. David Wilmoth has been appointed technical consultant to the Commission, presented the Commission report outline paper (PDF:186KB)
and a presentation (PDF:1.2MB) on behalf of the UN Global Compact Cities Program, for which he is a member of the Advisory Board.
